Soulstorm AI Upscale Eldar addon

AI Upscale of the texures for the Eldar race models and taskbar.

I used ESRGAN and Tensorflow to perform a 4x resolution increase of the original textures bumping them up from 512x512 pixels to 2048x2048 pixels on average.

This has had no human involvement of the texture upscale and so may have minor errors with masking. Future updates will include supervised cleanup of textures where needed.

To install, drop the Data folder into DXP2 in your Dawn of war Soulstorm directory.

If other mod makers feel like using these textures in their own releases, feel free to go ahead and provide credit where appropriate.

I haven't uploaded Chaos yet because the defiler model was looking way too jank for my tastes so I'll have to try a few parameters on that and see if I can make it look a bit nicer before uploading.
